The ESA Programme has been conceived to address current standardisation gaps and ensure industry and government liaison and oversight of future activities, while at the same time noting and following the nascent international efforts to standardize ESAs and DSR in Europe and internationally. The programme specifically includes developing two Publicly Available Specification (PAS), through an industry-led process, and a Roadmap Report on standards convergence and wider strategy:
PAS 1878: Classification for energy smart appliances (ESAs) – Classification – Specification
The PAS aims to specify requirements and criteria that a device needs to meet in order to perform and be classified as an ESA. It will aim to define the attributes, functions and performance criteria for ESAs, and provide guidance on how compliance with these can be verified. The capabilities of an ESA integrate with the functions provided as part of a DSR service to enable an ESA to perform in a DSR environment and enable DSR-based activities. This PAS is intended to be used by manufacturers and maintainers of ESAs.
The development of the PAS project started in March 2019 and the PAS is due to publish in January 2021.

PAS 1879: Framework for demand side response (DSR) – Demand side response operation – Code of Practice
The PAS will aim to provide a reference for the operation of ESAs in a DSR context. It will outline the functional and non-functional aspects of a DSR framework, including the functions of actors and associated policies and procedures, and set the context in which an ESA can function and operate. The DSR PAS will be used by organizations with responsibilities for operating a DSR service. It could also be useful to assist manufacturers of ESAs in aligning their products to DSR services.
Development of this PAS project started in March 2019 and the PAS is due to publish in Spring 2021.

Roadmap Report - standards convergence & wider strategy
This report will consider wider standardization related activities which can support the growth of the ESA market. BSI will undertake a strategic convergence analysis of formal standards for smart domestic appliances and smart EV chargepoints, as well as a review of other standards gaps and development priorities. The Roadmap Report will identify post-programme actions for the wider dissemination and uptake of the two PASs. It will consider routes for their potential internationalisation, support the development of other ESA market enabling standards, and facilitate the roll-out of a future testing and certification regime.
