The EU’s Carbon Border Adjustment Mechanism (CBAM) is designed to integrate climate policy with trade policy, ensuring that environmental objectives are met.
CBAM aims to prevent carbon leakage by putting a fair price on the carbon emitted during the production of carbon intensive goods that are entering the EU, and to encourage cleaner industrial production in non-EU countries.
By imposing a carbon price on imports, CBAM prevents unfair competition from foreign producers who may not face similar carbon pricing, and that the EU's climate objectives are not undermined.
CBAM was passed by the European Parliament and the Council of the EU with 24 countries in favour. It entered into force on 17 May 2023. CBAM aims to promote greater transparency in carbon accounting and reporting across international supply chains.
