About the Construction Products Regulation (CPR 305/2011)

What is the Construction Products Regulation about?

The Construction Products Regulation (CPR) has been adopted by the European Commission and UK Government and replaced the Construction Products Directive (CPD) in 2013. It is now mandatory for products which fall under the scope of the regulation to have CE marking.

CE marking enables a construction product to be placed legally on the market in any EU country and then be traded on the EU’s single market. As a Notified Body for the Construction Products Regulation BSI can work with you to achieve this.

What products are covered by the Construction Product Regulation?

To apply the CE marking you first need to identify the applicable standards to which your products are manufactured. Products covered by the CPR include:

Who is the Regulation for?

The Regulation states that requirement for CE marking applies to “products or kit which is produced and placed on the market for incorporation in a permanent manner in construction works or parts thereof and the performance of which has an effect on the performance of the construction works with respect to the basic requirements for construction works."

To check if product falls within the scope of CPR, your product has to comply with the intended use of the harmonised European Standard published in the Official Journal of the European Union (OJEU).

Are you ready for UKCA?

UKCA marking is effective in Great Britain (England, Scotland and Wales) from 1 January 2021, so if you place construction products on the market in Great Britain you will need to affix the UKCA marking (although CE marking will also be recognized for most products until the end of 2021).
