Improving Cardiff Council's procurement capacity

Cardiff Council’s EIR procurement document hadn’t been revised to conform to BS EN ISO 19650 following the standard’s release. The Council’s internal staff didn’t feel confident that the documentation covered all the areas it was meant to.

As technical staff without specific BIM experience, they were unsure how best to develop their documents. They had a limited budget and not a lot of time, as they were due to procure several school projects.

BSI conducted a review of the client’s EIR documents against the new international BS EN ISO 19650 standard, and led an implementation phase to ensure the revised documents were adopted successfully.

1. Review phase

• Conducted the initial discovery stage with a document review 
• Led the client through the standards development process
• Highlighted the key opportunities for improvement:
  • Increased ease of use: The client wanted the document to be self-explanatory so that the staff-members could use and maintain it after the document was revised
  • Created a logical format and style: The formatting would help create a clear presentation order and assist with improving understanding of the template’s contents.
  • Optimized the content: Along with identifying the necessary document updates, BSI also provided a fast-access checklist, removed unnecessary content, and grouped connected elements together. 

• Created a recommendations report tailored to the client

2. Implementation phase

• Held a workshop with department stakeholders to review the content and suggestions
• Created revised documents with additional review stages
• Educated staff to apply the revised documents
