Tim McGarr is the Sector Lead for the Digital area within Knowledge Solutions in BSI. Tim has specific responsibility for the direction and development of key digital standards areas, including Artificial Intelligence, Cyber Security and Virtual/Augmented Reality. Tim has been working at BSI since 2009. Prior to BSI, Tim he spent 5 years working in the legal publisher LexisNexis in the strategy department. Before this, Tim he worked as a management consultant for Logica (now CGI) and an internal consultant for BT. Tim has an MBA from HEC in Paris, France

Stuart is Head of Department for Data Science at the National Physical Laboratory, a world-leading National Measurement Institute (NMI), based at the Internationally recognised NMI facility in Teddington, Middlesex. Further information regarding the outstanding work carried out within Data Science and the excellent facilities they possess can be found on the NPL website, http://www.npl.co.uk. The Data Science team are world experts in their field.

He graduated in 2003 with a first-class honours MChem (four-year course with one-year Industrial Placement at Johnson Matthey Royston) from the University of Hull. Stuart gained his Post-Graduate Certificate in Education in 2006 and my PhD in 2008, from the University of Hull. He is an organic chemist by training, with a deep understanding of liquid crystalline organic semiconductor synthesis for materials science application. Stuart was extremely fortunate during my PhD research to work at one of the most significant and well respected liquid crystal research departments in the world.

In 2009 Stuart was fortunate to become the first employee of a University spin-out company, Polar OLED, taking the role of technical lead, funded by one of the UKs largest and most well-respected university venture capital investors, IP Group Plc. Polar OLED utilised University of Hull IP, looking to revolutionise the way that a new generation of display technology could be manufactured. They worked on Organic Light-Emitting Diode (OLED) displays, using print-based solution processing methods. Stuart is very proud of what they achieved in the eight years he spent with Polar, significant growth, exceptional research, many publications and patent filings and successful grant applications.

Florian is Head of AI Governance and Regulatory Innovation within the Turing's public policy programme. His work focuses on regulation and non-regulatory governance mechanisms related to data and AI as well as on the use of data science and AI to facilitate the work of regulatory bodies. His broader research interests include the ethical implications of emerging technologies, the use of data science and AI to address societal challenges, health policy, and corporate responsibility (with a focus on business and human rights). Recent work led by Florian includes a report examining questions of responsible AI innovation in financial services (commissioned by the Financial Conduct Authority) and a project on the use of data to address modern slavery risks in the investment context. 

Florian serves on the Royal Statistical Society’s Data Science Section Committee and contributed to the IEEE Global Initiative on Ethics of Autonomous and Intelligent Systems as a member of the Initiative’s Law Committee. In previous roles, he worked at the Harvard Kennedy School's Shorenstein Center on Media, Politics and Public Policy, as a consultant on autonomous vehicle policy, social impact measurement, and responsible investing, and for the Pan American Health Organization. Florian holds a Master in Public Policy from the Harvard Kennedy School and a PhD in Political Philosophy and MA in Legal and Political Theory from University College London.

Milan is a member of Microsoft’s corporate standards group. He chairs BSI’s committee on Artificial Intelligence which has a broad and growing membership. The committee mirrors the ISO/IEC JTC1 subcommittee on AI and the CEN/CENELEC joint technical committee on AI. Milan is also an active contributor to international standards work on information security and data privacy.

Sophia is Group Manager for Technology Policy at the UK’s independent data protection authority, the Information Commissioner’s Office (ICO). She has been leading on AI policy, advising international and domestic stakeholders, representing the ICO at the Global Privacy Assembly and the Algorithmic Processing workstream of the Digital Regulation Cooperation Forum (DRCF).

Philip is Policy Lead at the Schwartz Reisman Institute for Technology and Society. He is a lawyer and public policy advisor specializing in the governance of digital technologies and artificial intelligence (AI).  Phil has held senior policy roles at a United Nations standards agency, in government and at a global AI software company. As an independent advisor he has worked with international organizations, national governments, research and advocacy organizations, non-profits and private companies on a range of AI policy issues, including responsible AI, global governance, AI and human rights, and certification for AI. 

Phil is a leader in national data and AI standards efforts in Canada. He is also an active member of the OECD.AI Network of Experts, a member of the UN Global Pulse Expert Group on the Governance of Data and AI and a former member of the World Economic Forum’s Global Council on the Future of Human Rights and the Fourth Industrial Revolution. 

Phil is a former Technology and Human Rights Fellow at the Harvard Kennedy School’s Carr Center for Human Rights Policy, where his research focused on the human rights implications of algorithmic impact assessments. A licensed attorney, Phil holds a B.A. from McGill University, an M.Sc. in Comparative Politics from the London School of Economic and a joint B.C.L. / LL.B. from McGill University.

Nuala is a Policy Advisor at the Centre for Data Ethics and Innovation (CDEI) working in the AI Assurance team. Her work focuses on exploring the role of standards as a co-regulatory tool for operationalising and implementing the UK’s AI governance strategy. She has been leading on CDEI’s industry engagement on standards, which aims to identify industry barriers to standards adoption across sectors.

Nuala holds an MSc Cognition in Science and Society from the University of Edinburgh, with a focus on AI Ethics, and BA Combined Honours in History of Science & Technology and Philosophy with a minor in Mathematics from the University of King’s College. Prior to her role at CDEI, Nuala worked as a consultant for an AI Ethics consultancy firm, and led dissemination and communication activities for Horizon-2020 funded research projects focused on the ethical implications of disruptive and emerging technologies, including SHERPA and TECHETHOS.

Marta Janczarski is active in the AI governance space, having worked as an AI and data advisor on behalf of the Standards Council of Canada for Canadian innovators from industry, academia as well as the public sector. She is currently the Standards Officer for Microsoft Ireland, having previously been with the standards development team at Google. As an Irish expert to the international technical committee on AI standards, JTC 1/SC 42, she has recently been elected as the project editor for the first conformity assessment standard in this space, AI Management System Standard, ISO/IEC 42001. Her background is in the sciences, having studied genomics, worked in clinical research in metabolism and psychiatry, and transitioned into regulatory affairs of pharmaceuticals for GlaxoSmithKline. She is also a guest lecturer at universities on governance frameworks in innovation, as well as a lecturer in the Post Graduate Regulatory Affairs Program at Algonquin College.

Paul Cotton has 50+ years of experience in all aspects of software development and IT standards. He is credited with Microsoft’s cloud computing interoperability and standards strategy. In 2017, Paul retired from Microsoft after 17 years of leading the company’s XML query, web services and cloud computing standardization efforts within the World Wide Web Consortium (W3C), OASIS, WS-I and ISO/IEC JTC 1.  Earlier in his career Paul worked for IBM and Fulcrum Technologies in the area of data base standards.  

Paul has represented Canada in JTC 1/SC 32 (data base languages),  SC 38 (cloud computing) and SC 42 (artificial intelligence).  Paul is currently Convenor of SC 42 Working Group 1 on AI Foundational Standards.  His overseas experience includes IT assignments for CUSO, Global Affairs Canada and the United Nations in Tanzania, Chile, and Myanmar (Burma).

Paul has MMath and BMath degrees in computer science from the University of Waterloo. 

Carine is Head of Future Quality &Transformation France at MBDA. She has been working at MBDA for more than 30 years, so that she is well experienced in different technical domains related to Aeronautics & Defense industry as well as in Quality Assurance methodologies.

Highly involved in the use of AI for safety critical applications, she is concerned by “trustable AI” challenges and risk based approaches.

Carine is a French affiliated (AFNOR) expert and active contributor to the following international AI standards committees : ISO IEC JTC1/SC42 and CEN CENELEC JTC21

Dr Henrike Mueller is the Financial Conduct Authority’s Policy Specialist on AI, working in the FCA’s Innovation Department. Henrike has been leading the FCA’s external approach to AI since 2017. She is a co-author of the 2019 and the 2022 machine learning survey, the final report of the AI Public Private Forum and the AI Discussion Paper (all jointly published with colleagues from the Bank of England) as well as a number of blogs that discuss the use of AI in financial services.  Her background is in financial services regulation having previously worked on financial stability issues and non-bank lending. She holds a PhD in European Studies from the Sussex European Institute at the University of Sussex.
