What is the UKCA mark?

The UKCA (UK Conformity Assessment) mark is the new UK product marking that will be required for certain products being placed on the market in Great Britain (England, Wales and Scotland). It covers most products that previously required the CE mark under the Lifts Directive 2014/33/EU.

It will not be recognized in the EU market. Products that require CE marking will still need a CE marking to be sold in the EU.

What is the Lifts Regulations 2016 about?

BSI is an approved body for the Lifts Regulations 2016 and through our testing and certification you can be sure that your lift systems or safety components can deliver the best in safety and reliability.

The regulations are the legal requirements that must be met before placing lift systems or safety components on the GB Market. Proof of compliance to the regulations is indicated by placing the UKCA marking on the product.

Who is the Lifts Regulations 2016 for?

The Lifts Regulations 2016 covers both safety components and whole lifts and covers the manufacture and installation of lifts. The regulations apply to manufacturers, authorised representatives, importers, distributors, or economic operators as well as the installer who is placing the lift or safety component on the GB market.

What does the Lifts Regulations 2016 cover?

The Lifts Regulations 2016 applies to lifts permanently serving buildings and constructions and intended for the transport of:

  • people
  • people and goods;
  • goods alone if the carrier is accessible and a person may enter it without difficulty and it is fitted with controls inside the carrier or within reach of a person inside the carrier.

These regulations also apply to the safety components for lifts which are listed in Annex III of the Directive. They include:

  • Devices for locking landing doors
  • Devices to prevent falls referred to in point 3.2 of Schedule 1 of the Directive to prevent the car from falling or uncontrolled movements
  • Overspeed limitation devices
    • Energy-accumulating buffers: non-linear, or with damping of the return movement
  • Energy-dissipating buffers
  • Safety devices fitted to jacks of hydraulic power circuits where these are used as devices to prevent falls
  • Electric safety devices in the form of safety circuits containing electronic components

A lift can be defined as a lifting appliance serving specific levels, having a carrier moving along guides which are rigid and inclined at an angle of more than 15 degrees to the horizontal, or a lifting appliance moving along a fixed course even where it does not move along rigid guides.

What about The Lifts Directive 2014/33/EU?

As well as being able to support with UKCA marking for the Lifts Regulations 2016, BSI is also a Notified Body for the recast Lift Directive 2014/33/EU, through our Notified Body (2797) in the Netherlands.
