The Rusian government ministry responsible for standardization and technical regulation asked BSI to support their programme of reform and enhancement of trade between the Russian Federation and the EU by harmonizing Russia’s standardization and metrology system, as well as relevant legislation with that in the EU.
Technical support was provided to review and present a new legal framework for standardization and conformity assessment procedures. Local professionals were trained for questions relating to European and international practice in the field of quality, training, review and audit of certain Russian testing laboratories to internationally accepted accreditation standards. The project also included activities to promote co-operation between Russian and European standards, accreditation, and metrology and conformity assessment bodies.
Harmonization of legislation
We produced comments and recommendations on the Gosstandart program of technical regulations from 2003 to 2007, drafts for 13 technical regulations, comments and recommendations on 18 draft laws and procedures, recommendations for harmonization of legal framework for wine, liqueur, vodka and geographical designation, and recommendations on the national quality infrastructure.
Human resources development
We trained ten Russian experts in establishing technical regulations according to European practice. We trained 45 Russian experts in different fields within our scope. 440 Russian experts/officials were made aware of the European technical regulation systemand and an interactive CD-ROM on European Technical Regulations was made available on the Gosstandart website - www.gost.ru.
Institutional capacity building
The EMC laboratory was accredited. The Electro-technical laboratory of VNIINMASH was accredited. An alcoholic beverages laboratory was accredited. An internet server was procured and software for the development and dissemination of technical regulations and harmonized standards was developed or acquired for Gosstandart.
Promotion of co-operation with European standardization and accreditation bodies
We advised on how to participate with European or international organizations in the quality framework environment, and meet criteria for attendance of ten representatives of Gosstandart to annual general meetings of CEN and CENELEC. We also gave assistance to become a “partner standardization body” of CEN and CENELEC when this status is made officially available.
