External policy and relations

The External Policy team falls under the direct responsibility of the Director of Standards. It has three main areas of activity and responsibility:

  • to be the principal link between BSI and its international counterpart organisations. The External Policy team co-ordinates the formal relationship with other national standards organisations and participates in the management structures of ISO, IEC, CEN and CENELEC.
  • to coordinate BSI’s relationship with Central and Local Government departments and agencies.
  • to manage BSI’s activities as the National Standards Body.

The External Policy team is headed by David Bell. As well as leading the team in BSI David is a member of the CEN Administrative Board, chairs the CEN Certification Board and represents CEN and CENELEC at the Administrative Board of the European association of national accreditation bodies (EA). Amanda Richardson, Head of International Policy

Amanda is responsible for the management and implementation of international policies, particularly with relation to coordinating BSI policy on ISO and IEC matters and all issues at ISO Council.

Amanda is the BSI member of the ISO Technical Management Board (TMB). This is a primary influencing role sitting at the core of ISO’s management structure.

Ping Yu, International Affairs manager

Ping is responsible for co-operation between BSI and other standards organisations, including individual projects, visits and exchanges.

Martin Danvers, Head of Technical Policy

Martin co-ordinates BSI policy on European standardisation matters and sits on the technical boards of both CEN and CENELEC.

He is also responsible for UK NSB matters and acts as secretary to SPSC and to the British Electrotechnical Committee (BEC), in which capacity he co-ordinates electrotechnical policy in BSI.

Daniel Mansfield, Head of Policy Engagement

Daniel focuses in particular on BSI’s relationship with government, looking at how standards can serve policymakers’ needs. Together with Richard Collin, National and European Policy Manager, he focuses on policy initiatives coming from government and on responding to government consultations where there is a relevance for standards. He also has a strong focus on how standards can help to drive innovation, working across the UK’s ‘innovation infrastructure’ and also with CEN and CENELEC on this topic.

Keith Moyes, Head of Commercial Liaison

Keith co-ordinates the BSI view on commercial policy issues in CEN, CENELEC, ISO and IEC. These include the terms for the exploitation of common intellectual property, the protection of intellectual property, the relationship between the European and International organisations and other standards bodies (such as the American Standards Organisations)

Keith represents BSI in all commercial policy groups in European and international standards groups, liaises with other National Standards bodies on commercial and marketing issues and monitors BSI’s compliance with the agreed International and European commercial policies.
